The big particles of soil settle at the bottom of the water because they are more dense and break the surface tension of water.
The soil do not have air pockets to make them buoyant and therefore they merge into the water.
The big particles of plants have bigger surface area and thus the surface tension of water is maintained.
It helps in the floating of the plant.

The big particles of soil settle at the bottom
because they have air space in which water get Submerged
whereas plants leaves does not have
such air spaces
that'swhy they don't settle at bottom and float on the water
