Why do the brakes not apply effectively in rain?​

Brake pads do not absorb water. Spinning out would have been due to the grip the tires have on the road surface. Rain does affect that. Rain also makes oil spot and other hazards already on the road surface more slippery to the grip that tires can provide.

the brakes do not apply effectively in rain as thethe water in the  ground causes the friction to decrease and the tire will also be wet which is smoothening the friction.
