The surface tension, i.e. the forces between the molecules on the surface of the water droplet tends to be equal for all surface molecules (due to symmetry). This could be achieved only if the water droplet is spherical, provided that all other type of forces on the molecules are smaller that the surface tension. The same reason makes a soap bubble or an air bubble in the water spherical.

However, if the water droplet is big enough that gravity is stronger that the surface tension, then a shape of the droplet is elongated and if drop as rain, due to the air resistance take a disk shape (or air bubble in water, due to buoyancy).
