Lotus are water plants that have leaves that float on water. The stomata are adapted for gas exchange so must be on the upper surface of the leaf to carry out that function.

leaves of lotus have stomata on the upper epidermis because, as the lower epidermis is in continuous contact of water air cannot reach there. So to allow air reach the plant, the stomata of lotus and water lily are on the upper side.
