Let me explain you this in a really simple manner, the winds that are passing through the Eastern  Himalayas take a sharp turn towards the west because of the low pressure created in that region. During summers the drier region of central and northern India become a low pressure zone. This is the reason the monsoon winds rush towards the west after reaching the eastern Himalayas.

Also the monsoon winds can not pass through Himalayas so the wind that escaped towards the north and north-east produces rain in that region hence those areas receive high amount of rainfall.
