due to inertia, the body of the people are in rest but due to sudden acceleration the legs of the people are in touch with the bus gets in motion whereas body remains in rest. due to this we fall when a bus starts suddenly.

This is due to inertia. When the speeding bus stops suddenly, lower part of the body comes to rest while the upper part of the body tends to maintain uniform motion. Hence, the passenger's are thrown forward.
