It is because of the fact Periodical Elections are heart and soul of democracy that is periodic elections gives a chance of 100% votes.

If elections don't happen periodically it leads to crisis. If crisis occurs it leads to riots, confusion and also people's doubt in the power of democracy one such example is Nazi Germany.
