Because the Universe is constantly expanding and the distance between two stars and getting longer over time.

Because they (stars) have already attracted towards the earth and then they are attracted towards each other.
So attraction between earth and stars is more than that of stars to stars.
Practically we can see now also that
Two friends sitting together on the branch but not attracted to each other. Because their body has already attracted towards the earth and the attraction between two friends is less.
