India we have standard time at whole country by the standard meridian
of India ( 82°30′E ) passing through Mirzapur in Uttar Pradesh is taken
as standard time for whole country .Because of the Standard Time for whole country is sameHence, in East ( Arunachal ) and in west (Gujarat ) the watches show the same time .

Earth rotate 360 degree in one day. This means it takes 1 hr to rotate 15 degree. As the latitudnal extent of india is 30 it takes 2 hours. Hence there is a time lag of 2 hrs between gujarat and andhra pradesh which are westernmost and easternmost points of india respectively. To avoid confusions and convenience along time, the time along the standard meredian (82°30) passing through mirzapur, uttar pradesh is taken as the standard time of india. So in the whole country the time will be same as in mirzapur. Thus the watches shows same time despite of the fact that sun rises two hrs earlier in east than west.
