Thermocol is a good insulator and a bad conductor of heat. When ice is kept in it, it does not allow the coldness of it to get away and radiates the coldness back into it.

Heat travels from higher temperatures to lower temperatures, that's why ice melts when we keep it outside or in glass. Even when we keep ice in a steel or iron jar it melts bcoz they are good conductors oh heat which helps heat to travel fast. But thermocol is bad conductor of heat, that's heat travels slower than steel or iron which which keeps the ice cool.
