Why do tiny bits of paper get attracted when brought close to plastic pen or comb,which have recently been rubbed?

because it gets charged with respect to plastic pen or comb

when the comb is rubbed with dry hair, then it gets electric charge and the electrically charged comb exerts an electric force on the tiny pieces of paper and attracts them. the electricity obtained is said to be static electricity
