Things that are necessary for combustion are Combustible substance, Oxygen which supports combustion and ignition temperature. In this case the combustible substance  and oxygen is available but unfortunately without the ignition temperature for the substance to burn, there will be no fire. This is the reason why do trees not catch fire on their own when wood is combustible and their is sufficient oxygen in the air.
