it is so cuz whn snw falls on them their reproductive structure nd does not get damaged by snw but flowers does get damaged.

The trees here have cones so that they can withstand heavy snow falls or rainfall and do not get damaged.
The cones here are also woody and a bit hard so that it can prevent the reproductive system of the tree from getting any harm. Bearing flowers on the other hand cannot withstand snow falls hence can be easily damaged.
