The answer is the planets actually do twinkle. In fact, everything outside our atmosphere, anything we're looking at outside your atmosphere does twinkle due to the effect that we discussed. However, we can't notice the twinkling effect of the planets because planets appear bigger in size to us.

1 Stars twinkle because of atmospheric refraction. They are very far from us. The earth has gases of different layers. The near one to earth is denser than the distinct one.

when the starlight comes then it undergoes atmospheric refraction and its rays comes near the normal .This causes the change of the actual position of star.This causes twinkling effect.

Planets do not do because they are very near to the earth.
