The negative charges on the rubbed balloon push the negative charges on the neutral balloon to the other side of the balloon, leaving a positive chargeon the surface. The opposite charges of the balloons then attract. repel each other. repel each other.

Because negative charges and positive charge repel each other but a positive and negative charge attract each other....
