Today purpose of constitution is to lay the ground rules of governance, such as proving legitimacy of authority and also relations between different organs of authority. Of multiplicity of human expression is political expression. And by democratic tradition it is political expression of all citizens. Rule of law is based on equality principle which is foundation for civil order of society and legitimization today.
