Why do union territories do not enjoy the powers of a state?

these areas are too small to became an independence state but which could not be merged with any of the existing state as well .like chandigarh these territories do not have the power of a state the central government has special power in running these area

The territories of Chandigarh, Lakshadweep or the capital city of Delhi are known as the Union Territories. These territories do not have the powers of a State.
