Water pipes burst because the water inside them expands is it gets close to freezing, and this causes an increase in pressure inside the pipe. When the pressure gets too high for the pipe to contain, it ruptures.

The worst case is a freeze-thaw-freeze cycle, where the pipes have perhaps been able to stretch to accommodate the first freeze, but on the temporary thaw, more water flows in to fill the void, renewing at a greater percentage expansion on successive freezes.
