Manufacturing is called a secondary activity because it depends on primary inputs in order to produce the finished product. It comes after primary production.

Agriculture, forestry, fishing, mining are primary since the production of finished products is direct from the source.

For example, a coffee manufacturing plant shall depend on agricultural production of coffee from the farm, the manufacturing of this coffee shall be a secondary activity.
