as if you put it underground it will grow..and if you put it for some days it will grow roots

tuber of potato and rhizome of ginger are said to be stems but not roots because of the following reasons.
-presence of apical bud on the side which is just opposite to the point of attachment
-presence of nodes and internodes(these are absent in roots)
-presence of sacle leaves.
-presence of buds.
