The President of India is the presiding head of the State and is called the first citizen of India. But still he is known as the nominal head, as in all the legislative, administrative and financial functions, his functions are subject to the approval of Prime Minister, his cabinet and the Parliament. Even his speech at any occasion is subject to approval of the Prime Minister’s cabinet

In nutshell, all the executive and financial powers rest with the Prime Minister and his cabinet. Legislative powers rest with the Parliament. Once any bill is passed by both the houses, he has to approve that to take shape of an Act. Even if he remits back any bill for review and if sent again to the President after review by both the houses, he has to approve that, as an Act.

Even the review of punishment of any criminal on his Review Petition on punishment, if awarded or confirmed by the Supreme Court, is also subject to the recommendation of the State/ Central Government.

Even Presidential Ordinance, if any, is issued on clear recommendation by the Prime Minister and his cabinet.
