Why do we categories some substance as biodegradable and some as no biodegradable? Why do they behave so?

the things which can be recycled is biodegradable like paper
and the things which never be recycled by any process is known as non biodegradable eg plastic
and the things which never be recycled by any process is known as non biodegradable eg plastic
