We don't close our eyes when flashed with strong light, It is a reflex action which takes place because of the tendency of our body to prevent damage to itself. When a concentrated ray of light enters the eye the rods and cones send a message to the spinal cord and the spinal cord sends the command to the eyelids to close to prevent further damage.

We close our eyes when large amount of Light falls on it. This is because the presence of rod cells and cone cells in the eyes. Which controls the passage of Light through our eyes and if large amount of light falls on our eyes,the condition may come we became Blind.
Rod cells are also called as Photoreceptor cells and it controls the amount of light in less visibility while Cone cells controls the amount of light in High visibility.
For example- If we go out during summer, on a hot and dry day and when amount of light of sun Falls on our Eyes we closes our eyes because the intensity of light is very high and our eyes cannot handle that amount of Light.
