Sorry for the late answer , but here is the answer.

(Yes , I know , it's kind of weird , but here is how ..)
When the bus moves forward , we are in inertia of motion as relative to the bus , now when the bus stops , we are still in that inertia of motion relative to the bus , this makes us continue in our state of motion and hence fall front.
Now if the bus is still , we are in inertia of rest and when it movie with respect to us , in the bus , we continue to remain in our state of rest , hence fall back.
(Maybe that is why we must rather sit in a bus ) , remember , the word inertia.

The passengers in a bus tend to fall backward when it starts suddenly due to inertia as the passengers tend to remain in the state of rest while the bus starts to move. When the bus stops suddenly, people fall forward because their inertia as they are in state of motion even when the bus has come to rest.
