because the temp. rises in summers we feel hot and the temp. lowers in winters we feel cold and and our body temp. is 98.6 F

because we have nerves and sense organs and skin which is in rich supply of nerves. to explain this shortly, we feel cold in winter and hot in summer because of the sensation and the nerve impulses which will be carried by the receptor(the organ which receives the stimulus like cold, heat etc,.. and then these impulses are carried to the effector by the conductors.
