Here is ur answer :-
We feel cold when we spray perfume on our hand because the perfume requires latent heat of vaporisation to change its state from liquid to gas and this latent heat is provide by our hand,.Our hand loses heat as it gives its heat in converting perfume from liquid to gas. Hence our hand loses heat and becomes cold. Thats the reason we feel cool.
