To live as hunter gatherer in most of the world the group must be nomadic following game and being where food is ripe for harvest when it ready. Between the people tide up hunting, fishing and looking for food and the time moving to better hunting, fishing and seasonal areas little or no time is left for developing other things so society progresses at a snails pace if at all.

Once crops are planted and animal domesticated and a bit of range management acquired a people are tied to one place and have some time in between plating, weeding and harvest to devote to other things. On of the first is caring for the elders to old to work in the fields, herd the stock so they probably care for the children as long as they can. Then based on graves their are cared for in old age until the die of natural causes.

Those other things lead to weaving cloth, making pottery, and developing a government.
