Having fixed terms means a representative will have to face his or her constituents every X years. Since representatives want to be reelected, they will vote in a manner that pleases their constituency: they will try to actually represent a district.
When a representative is chosen for life, he/she will not have to face their constituency in a reelection. This allows them to make unpopular decisions, or worse, make unethical decisions.

This means a representative will get reelected with 99% certainty. Of the remaining 100, more than half will probably get reelected. The current electoral system allows many congressmen and congresswomen to act like they are elected for life. This also goes for two thirds of the senators.
