When you move around, layers of clothing rub against each other and depending on the nature of the material static charges may be developed on them. As you remove a sweater the position of different parts of it relative to the layer underneath change and when the voltage between any two points is large enough to ionise the air between them there is an electric discharge in the form of a spark. This causes very localised and extremely rapid heating of air, which causes a very sudden local expansion, resulting in a pressure wave that is then transmitted through air as sound. You hear this as a pop or click, and several such sparks sound like crackling.
