why do we insist that q is not equal to zero in p/q in rational numbers?

It is so because whenever we divide a number by zero, it gives a output that is infinity. And in real sense, there is no such number that exist. We consider only finite numbers.
Hence, when we talk about rational number then we insist q≠0.
