why do we multiply charges in coulumbs law?

Same reason we multiply by mass when calculating gravitational force between two objects: because that is the quantity that the force is proportional to. It's the mass that matters* in gravity, and it is the charge that matters in electrostatics. The other factor in each instance of course is distance.
