Explanation:

Parliament is the highest forum of discussion and debate on public issues and national policy in any country. Parliament has the right to seek information on any matter. Both the houses need to pass any ordinary law. A bill can become a law only after both the houses pass it.

Advantages of Bicameral Legislature

Bicameral legislatures make it possible for better laws to be made in the country, since bills are somewhat properly debated in bicameral legislature.

It is difficult for the executive arms to dominate the two chambers.

The second chamber of bicameral legislature reduces the work load of the upper house.

1) A parliament is an elected system of government. By choosing their representatives, the people form the government and participate in the decision-making process, thereby upholding democracy. The parliament of India is the absolute legislative authority.

2) Can hold general debates and as they are under less time pressure they can have useful views. They may also be able to gain expert opinion from the Life peers.
