Answer:

India has adopted a parliamentary form of govetnment where the parliament is the highest decision-making body. We need a parliament to make and update laws from time to time through our representatives, to control and guide our government even financially. It is the ultimate legislative authority that enables citizens of India to participate in the working of the government indirectly.

Explanation: It is very obvious since India has adopted a parliamentary system it will definitely need a parliament, unlike the presidential system where the president is the highest decision-making body. Moreover, without this, a true democracy that advocates the participation of citizens in the government's decision-making and universal adult franchise cannot be established.
