because president is the head of the state and is required by the constitution to act on the advice of minister .they also have freedom to decide whether to accept prime minister's request for dissolving the parliament to enable a general election
hope it's helpful

Prime minister is elected by us , the people and he has to serve the country by answering to our judgments and questions because we are the ones who gave him the power , he is responsible for the good and bad of the country and he can participate in the elections without being a well learned member , all he need is no criminal record , a good application with a good work and educational background  but the president is nominated by the candidates we chose , they can make a better decision knowing the power and the president is a well learned member of the community , he has more power than the prime minister.
