Why do we need constitution and what is role of union minister?

We need Constitution because it is a rule book which helps to run country in a smooth and peaceful way.

Union Ministers aid the Indian President in the performance of his/her duties.Article 74 (1) of the Constitution of India states that there shall be a Council of Ministers with the Prime Minister at the head to aid and advise the President who shall, in the exercise of his functions, act in accordance with such advice.The council of Ministers , with the Prime Minister as the head is the real Power of Indian Democratic Federation.The President of India appoints the Prime Minister and then appoints the council of Ministers as per his advice. 
So, every union Minister is the Boss of his Cabinet.He takes independent decisions of his Ministry.The PM can give his advise to them and call Cabinet meetings, in which he can ask the progress of the projects being carried out, and other administrativ
e matters.But many decisions are taken by Union Ministers independently. 
PM can advice them on certain Policy matters.
