A thing may have always been present in nature but it is not called a resource unless human intervention is there. Everything available in our environment is called a resource, which we can use to fulfill our needs, for which we have the technology, and whose use is culturally valid. Any element of nature becomes a resource only when it does human service. In this context, in 1933, Zimmerman argued that 'Neither the environment in itself nor its parts, is a resource unless it is capable of satisfying human needs'.
