Service Cloud licenses are more expensive than Sales Cloud. So if you start with Service Cloud, but roll out Sales, Ops, Marketing, and other non-Service departments, you are basically paying 1.5-2x per license for functionality you dont need. Service Cloud is an add-on to Sales Cloud so logically, unless you are going to start with your Service team(s), it makes no sense to buy them until you need them (barring an incredible end of the year sale on them from Salesforce).
Yes you can absolutely pay for Service Cloud licenses now, even if you do not need those features yet. It is kind of like buying a 5 bedroom house with a fenced in yard, sandbox, and playset before you have any kids.
If you are not just talking about Cases, then what are you talking about with Service Cloud? Remember: Service Cloud is not a different platform/clouds from Sales Cloud. They are the same cloud on the same platform, just Service Cloud exposes more features that are service oriented.
