*To prevent the arbitrary exercise of power on individuals or groups.

*To allow for expression of freedom, in the sense that rights mark individuals are equal citizens with the power and responsibility to participate in government.

*To delineate the distribution of authority and formation of government to the people, who form the body of citizens.

we need rights in democracy to raise our views and due to the presence of rights the minorities are secured from majority
