why do we need rights in a democracy why the right should be included in the constitution

For democracy election, it is necessary that citizens should have the right to express their opinion, from political parties and take part in political activities. Right protect minorities from the oppression of majority.

The government is expected to protect citizens. But sometimes elected government may not protect or even attack the rights of there own citizens. So some rights should be placed higher than the government so that is can not violent them.
