Why do we need standards in wireless communication system?

This paper attempts to put in a single document a comprehensive discussion of the subject of why we need to have standards for wireless communications (mobile and wireless are used interchangeably in this paper). The paper also looks at the effectiveness of our present arrangements to protect patents and foster innovation. Much of what is said is true for any industry. But telecommunications is not quite like all other industries. It deserves special consideration because of the fact that its networks must interconnect to provide basic service. Furthermore, in mobile communications users should be able to roam as widely as possible.
