The switch in a torch provides a mechanism through which electricity is passed to the bulb.
As soon as the switch is put on, the circuit existing in the torch closes resulting in the flow of electricity which is then dissipated through the bulb.
If the torch lacked switches, then electricity couldn’t have been supplied to the bulb.
Besides in the absence of switches the chemical in the cell could have been used up.
