Why do we not categorise metal oxides as salts?

Metal oxides are usually basic in nature.
for ex :
MgO + H₂O ---->Mg(OH)₂
if we test with red litmus paper it turns blue. indicating it is basic in nature.
where as salts are considered as neutral they are formed by reaction of acid and base.
NaOH + HCl -----------> NaCl + H₂O
Hence metal oxides are not considered as salts.
