Why do we not use water to prevent fire when a person catches fire?

If a person's clothes catch fire, the best way to extinguish the fire is to cover the person with a woollen blanket. By covering with a blanket, we are preventing the supply of oxygen, which is a supporter of combustion. Throwing water on them is not the suitable thing, if the fire has been caused due to electricity.

Water already contains oxygen molecules so water takes time to prevent fire. Thus we use thick blanket to prevent it.
