A better spring will be one ,in which a large restoring force is developed on being deformed.This,in turn,depends upon the elasticity of the material of spring.As Young 's Modulus of steel is greater than that of copper,steel is preferred to manufacture a spring.

Because young’s modulus is higher for the steel than the copper.

Steel has a higher value of youngs modulus.....so the breaking stress is more in steel than in copper....how much ever you stretch steel spring it will revert back to its original shape within elastic limit
value of E i.e. young’s modulus is higher for the steel than the copper so, the breaking stress will also be greater in case of steel . so the steel springs can bear more load without breaking then copper spring.
