Why do we say "Speed of light " ,why can't we say velocity of light......

We usually say "speed of light" rather than " velocity of light" , because they are scalar quantity not vector quantity. It has direction only.

Universal Speed Limit. Particles that have mass require energy to accelerate them. The closer to the speed of light you get a particle, the more energy is required togo faster. This is because the particles themselves get more massive in proportion to the increased velocity.
