Why do we say that charges are always produced in pairs?

yes , it write that charge always produced in pairs. consider an example

Na (sodium ) has atomic no. 11 and it's valency is 1. Its nature is to donate 1 electron to get stability of nobal element Neon.
cl (chlorine) has atomic no. 17 and it's valency is 1. its nature is to gain 1 electron to get stability of nobal element argon.

Now sodium donates it's 1 electron to chlorine so that both the elements get stability.

Na had 11 electrons and 11 protons so they were neutral but after donating 1 electron sodium aquires +1 charge.

similarly chlorine aquires -1 charge.

Now we can say that charges are always produced in pairs.

Simply because, everything is neutral in the world. There is nothing to have absolute charge over it. It is us who creates charge from neutral objects. Therefore when we create charge by any mean from neutral object, charge in pair will only be produced.
