Why do we say that liberals couldnt be called democrats?

because they want continuous change in their society and womens of liberal society were not right to vote

The liberals could not be called democracy because even though they argued for a representative, elected parliamentary government, subject to laws interpreted by a well trained judiciary that was independent of rulers and officials, they did not believe in universal adult franchise and also did not want the voting rights for women. They felt that right to vote should only be given to the propertied man.
