the world and everything around are in continuous motion and at the same time at rest
the earth is moving in relative to other planet and at the same time at rest with respect to us etc.
when someone in a car looks at a person standing near a tree , he would say that the man is.moving away from the car while another person sitting nearby would say that the man is at rest
actually the man is at motion in relative to the car and at the same time in rest with respect to the sitting man
he is not in absolute rest or motion

Rest and motion are the relative terms because they depend on the observer's frame of reference. So if two different observers are not at rest with respect to each other, then they too get different results when they observe the motion or rest of a body.
