bcz at equilibrium position velocity is max but acc. zero and and extreme positions velocity is zero but acc. max so they r always out of phase

At extreme position velocity is zero and acceleration is maximum. Hence, when velocity is maximum, acceleration is minimum and vice versa. So we say that velocity and acceleration of body executing simple harmonic motion are out of phase.
