This is so because, a liberal is a person who believes in liberalism i.e. related to its political and ideological philosophy.
Liberals in general are known for having a wide range of viewpoints, however, generally support freedoms and equality, example, they may range from freedom of speech to gender equality to freedom of religion, etc.
Now a days we can witness modern or social liberalism, a recent progressive form which supports universal healthcare, immigration rights, LGBT rights, women’s rights, etc. However, on the other hand democrats are those who support a specific democratic party. It has nothing to do with their ideology.
For instance, if the democratic party poses conservative viewpoints, a democrat would also be conservative. With the exception that now a days there are some liberal democrats in US. Socialists and communists European are all liberals and they have liberal views, but aren’t Democrats because they don’t participate in U.S. politics and the Democratic Party.
The liberals opposed the dynastic and autocratic monarchical powers of the dynastic rulers and this was done to safeguard the individual rights against the arbitrary rules of the governments.
The main argument that was put forward by the liberals was parliamentarian freedom, democratic rights and well-trained judiciary and also freedom to individuals.
